It is not difficult to have shiny,bright eyes..
most of the celebrities with magnetic eyes are not born in that way:)
there are different ways to get that eyes : 

- put 2-3 drops of distilled rose water in each eye..the rose water has antiseptic properties so it will clean your eyes while giving that shine
-there are different brands of eye drops that whitens the white of your eyes and gives a shine,some of them are  Innoxa Gouttes Bleues Eye Drops or Collyre Bleu Eye Drops
-plenty of sleep
-if you want to brighten your eyes cosmetically use a shimmering eyeshadow close but lighter than your natural skintone and apply it at the inner corners of your eyes..
-use cream/ivory eye pencil and line inside the eye (do not use white eye pencil,it looks too fake!)
